It [the FAIR plan] is a house of cards. … the problem with the FAIR Plan is, it’s not regulated, in terms of capital adequacy and solvency regulation, the way other insurance companies are regulated. So, whenever the FAIR Plan runs out of money, it just passes the hat around the insurance industry, on a market share basis.
